          Essential to successful 
            intervention is a complete awareness of the situation. Systems theory 
            is useful to map the situation and help predict consequences. One 
            obvious consequence of any intervention is the classic scenario of 
            'Shifting the Burden to the Intervener'. Here (below) the intervention 
            attempts to ameliorate obvious problem symptoms, and does so so successfully 
            that the people within the system never learn how to deal with the 
            problems themselves.
